For most of other citizens, you can get the visa for 30USD upon arrival at the airport.

Moreover, be informed that there is now a direct flight from Kuala Lampur to Vientiane 3 times a week at very reasonable price.

By the way, if you are looking for very nice clothings while in Vientiane, go to the new shop called ';Elegant'; close to Nam Phou on Pangkham street. Very nice clothings for woman and man, all sizes, very high quality fabric. Also other souvenirs available.
